The National Cabinet has established a 3-stage framework for the easing of baseline restrictions to live in a COVD-19 safe economy.

Individual states and territories will determine the timeframe for graduating between steps and individual restrictions to remove. This reflects the fact that states and territories are at different stages of the pandemic response.

After assessing the new framework from National Cabinet, the NSW Government has announced a further easing of restrictions from 15 May.

Outdoor pools are permitted to reopen where there are no more than 10 people allowed in the pool and change rooms remain closed.

As of 19 May 2020, the Hon Brad Hazard, Minister for Health and Medical Research, has provided exemption to indoor swimming pools with a length of 25 metres or greater for the purpose of participating in squad training:

  1. The pool can only be opened for the purpose of allowing squad training to take place.
  2. Each Lane of each swimming pool can only have one swimmer in the line at any one time.
  3. There are no more than 10 persons in a swimming pool at any one time.
  4. In any designated area for parents, family or carers, this area can only be used if there is sufficient space to ensure there are four square metres of space of each person in the designated area.

The following persons are exempt from clause six of the order if they are at the indoor public swimming pool in line with the exemption above:

  1. Staff members of the operator of the pool facility;
  2. Swimmers using the pool to participate in squad training;
  3. Trainers and coaches of the swimmers who are using the pool to participate in squad training; and
  4. Parents, family or carers of swimmers who are using the pool for the purpose of squad training.

It is the responsibility of operators and managers to ensure the re-opening and ongoing operation of venues is in compliance with NSW Government's easing of restrictions.
